Covid-19 *Breaking News Italy*

*Update 27.04.2020* 

On April 26, 2020, the Italian Government has issued a new Decree which gradually loosens the national confinement measures, introducing the Country to the so-called Phase-2 of the COVID-19 emergency, which will be valid from May 4 to May 17.

The Decree allows a lockdown relaxation for some firms, although measures for people are still strict and allow them to leave their homes only for working, primary need and health reasons, and to visit some close relatives.

The firms allowed to open on May 4, must respect a protocol to ensure the safety of all workers and to reduce the spreading of the pandemic. Starting from April 27, all these firms have the permission to start the recovery process and to set all the preventive actions needed to ensure the health of their employees.

If this first test will end up with good results, then shops, retail and cultural sites will be allowed to open on May 18, while bars, restaurants, hairdressing, and aestheticians salons will open on June 1st.

*Update 23.03.2020*

We inform you that on Sunday, March 22, a new Decree has been issued byt he Italian Government, increasing safety measures against the Covid-2019 outbreak. The actions will be applied throughout the national territory.

The following measures will be valid until April 03:

  1. All productive and industrial activities have been suspended, except those identified as essential to meet citizens’ basic needs. However, all the activities can continue when remote working is applicable.
  2. Companies can complete all the necessary activities to enable the suspension within March 25, including the shipment of goods in stock.
  3. People are not allowed to move, with private or public transport, in municipalities different from the one in which they are located, except for working demands, emergencies or health reasons.

 

Logistics and transports are included in the activities necessary to ensure the business continuity of those sectors identified as essential. Therefore, D.B. Group ensures the operations of all its teams.

As you may know, many commercial activities and stores are now closed not only in Italy but also in numerous other countries. We suggest you verify with your recipients their availability to receive goods.

Air Freight: we are recording difficulties in finding available flights towards North America. This is affecting rates, which are increasing.

Air freight:  we are facing critical issues on all trade lanes due to the cancellation of passenger flights. Consequently, we are incurring in a strong reduction of available cargo bays in passenger flights. Some destinations are only served by cargo flights. The shortage of cargo bays is affecting cost which is becoming higher.

Sea Freight:  we are recording a general slowdown of all port operations due to the increased safety measures.

Road freight: the weekly departure schedule towards all European destinations cannot be granted, due to congestion of the main logistic hubs. We kindly invite you to check the confirmation of each departure with our operations departments.

D.B. Group is closely monitoring the situation and its developments. Here follow today’s main news:

Road Freight: due to the continuous countermeasures undertaken by European states, we cannot grant the ordinary schedule of departures towards our main European Hubs. Furthermore, as some countries are imposing a quarantine on the incoming drivers, it is difficult to find available service towards these specific destinations. Thus, we encourage you to check the departures schedule and price with our staff (consultancy.road@dbgroup.net).

Slovenia: the border is now open, but we still register traffic slowdown.

*Update 13.03.2020*

- Ocean Import/export: the activity has started again at Genoa’s Port, although we expect operations might be impacted by possible turmoils. By now, other ports do not highlight anomalies. However, we are facing issues in finding drivers for positioning, which could cause delays in collections and deliveries. We kindly ask you to anticipate, when possible, your booking.

- Road Freight: slow-down of operations caused by increased safety measures at checkpoints. By now the main news are:

- Austria: resumed regular flow at Brennero border post.

- Poland: checkpoints (at which drivers must fill in a declaration about the travel reasons) have been put in place on the majority of border crossing points, and will be implemented also at the borders with Russia, Belarus, and Lituania shortly.

- Slovenia: transit through the border is not allowed.

- Croatia, Serbia, Montenegro, Albania: major traffic slowdowns due to increased checkpoints.

We are facing service disruption for the operations related to shipments from and to Italy, due to the increase of safety measures.

Air Import/Export: Venice and Milan operations are still strongly impacted due to flight cancellation by numerous airlines. The United States has confirmed the shutdown of all passenger flights from Europe to the USA (except for the ones from the UK). Our teams are monitoring space availabilities and tariffs, also evaluating other routings and services trying to relocate goods through cargo solutions. However, we cannot guarantee transit time and costs, which need to be verified for each shipment. For more information please contact your reference salesperson.  

Ocean Import/Export: ports are completely operational. However, we are facing issues in finding drivers for positioning, which could cause delays in collections and deliveries. Moreover, there are major delays in Genoa’s port operations.  We kindly ask you to anticipate, when possible, your booking.  

Road service: despite complete operational, we are facing delays caused by the increase of checkpoints at the borders with Austria and major disruption caused by the closing of the border with Slovenia.

We inform you that, the Decree issued by the Italian Government on March 8, 2020, has established the new extraordinary measures against the Covid-19 outbreak and has included in the Red Belt the following provinces: Modena, Parma, Piacenza, Reggio Emilia, Rimini, Pesaro e Urbino, Venezia, Padova, Treviso, Asti, Alessandria, Vercelli, Novara e Verbano Cusio Ossola together with the entire Lombardia Region.

Following the constant monitoring of the situation and its constant evolution, D.B. Group specifies that:

  • The freight forwarding services concerning goods transportation towards and from the Red Zones, and inside those areas, are granted as this activity is included in the “proven working requirements”. Here follows an excerpt from the explanatory note published by MACEI (Ministry of Foreign Affairs and International Cooperation): “goods can enter and exit from the listed territories. The activity of the freight operators is a working requirement: the drivers of dedicated vehicles are allowed to enter and leave the listed areas and to move within those areas, based on the need for pick-up and delivery of goods”.
  • Ports and airports located inside the Red Zones are completely operational.

 

Consequently, we ensure the regular execution of pick-up and delivery operations; our teams are at your disposal to provide further information.

We are also awaiting directions that could clarify the guidelines to which the personnel in charge of pick-up and delivery on behalf of D.B. Group should attain.

In the meanwhile, D.B. Group is implementing to its employees and the whole staff the safety and hygienic measures required in the attachment 1 to the Decree issued on March 4, 2020, and to reduce the spread of Covid-19 has decided to extend the prohibition of visits inside the headquarters and the branch offices.
